What is the industry standard FTE required per complaint (not including PPI) please

There is no Industry Standard for this
As far as I am aware there is no Industry Standard for this type of measurement. Complaints handling can be a very open process depending upon your ability to resolve.
I suggest that you sample the last 100 complaints to see what the average handle time is. This may give you a few pointers both on the average and also on the upper and lower quartiles.
