Customer complaint gets repeated again and again without corrective action

How to deal with customer when same complaint gets repeated again and again without proper corrective action taken for resolving
As I am part of customer complaint handling I really find it difficult to handle repetitive complaints.

Note: There are some complaints which have no proper resolution and there are some complaints which are not resolved since the top level peoples gets involved in resolving only when the complaint get's highlighted to the important persons like CEO & We are not allowed to project to such level

It all comes down about the need to escalate these problems to senior management, but also volunteer to be part of the team that will go off and fix it. That way you are presenting solutions, not just problems.
