If a company is cold calling selling an insurance policy at what point, if any, would the caller need to do DPA checks (assuming the potential customers wishes to proceed with the policy)

Usually when you get to sensitive customer information
There is generally no right and wrong answer but it usually would start when you start dealing with sensitive customer information.

You need to ensure that you are speaking to the right person, but if you are making an outbound call you would already have a certain amount of information on the person - in particular the phone number. You just need to be certain that you are speaking to the right person, not for instance to that person's father.
